If you're talking about the "silver" circles in the banner, those are called grommets. They are "grown up" versions of the metal circles in gym shoes that you thread your laces through. Grommets are installed with a tool similar to a hole punch only over the "punch" you slip the grommet; when the tool is closed, the hole is punched and the grommet is inserted and compressed.
Maybe what's making holes in your lawn the size of a silver dollar are bugs or something like that. Just fill them with fresh dirt and put grass seeds in it. Or it could be gophers and moles.
