A dog's year isn't actually seven years long. People have created the idea that one year of a dog's life is equivalent to seven years of a human life in an attempt to liken canine aging to our own. However, dog aging is quite different from that of humans and doesn't really compare. If a one year old dog, for example, is nothing like a seven year old child. At one year, a dog has already sexually matured and is very close to its full grown size; at this age, it can also have produced puppies (though that's not advisable in so young a dog). A seven year old child, however, is not sexually mature, cannot have had children, and still relies on its parents.
A dog's lifespan is not as long as a mans. Therefore, they are adjusted for that fact.

However to say 1 human year is equivalent to 7 dog years is not truly accurate, since a dog becomes a mature adult at 1-2 years (covering 18-25 years or so of a human life) and then become geriatric at different ages, depending on breed.
