My problem was the transmission causing the chugging. I had the tranny fluid replaced and to my suprise it fixed the problem. It cost around $110.00 for the fluid exchange, but was well worth it. Hope this suggestion helps.

I did a Google search and for the 1997 Ford Crown Victoria LX : ( 190 horsepower )
look at the vin # if it has p71 in it then its a police package art paddystaxi.com
