The software that runs the site has problems with some punctuation in questions... like commas. We've got it on our list of improvements that we'd like to see. That's just a really long list, and it gets shuffled around a lot, so we're not sure when it will make it to the top.
WikiAnswers allows some forms of punctuation in questions, and almost all in the answers panel. You can copy in some (but not all) ASCII symbols, which will be displayed if they are part of the symbol set for this typeface.

Wikianswers does not post answers to quizzes and tests. Individual questions from these may be asked, except where the question is of bad form or copyrighted. Any Wikianswers supervisor can provide information on the posting of these questions.
The WikiAnswers home page only show the newest questions (and there are new questions every few seconds) or the newest answers. So it's quite unlikely that you'll notice you question on the home page unless you have a tab of the WikiAnswers home page open and refresh the page instantly after posting you question.

The browser used by this site for posting questions is pretty pathetic since it permits no punctuation. In this case it is not possible to tell whether the second point is meant to be (3, 10) or (31, 0).
If a member was spamming questions with irrelevant information, completely off-topic, they can expect to face consequences. However, if the information is somewhat relevant to the question being asked, it is fine.
