Because for more than three centuries it has been the main (and sometimes - the only) foreign language that all elegant people had to learn. It also used to be the language of diplomacy, all ambassadors, delegates and envoys communicated in Fr. At the same time, it is the language of what is considered by some the greatest culture & civilization in the world. It was only in the late 60s that it started to be replaced by the English. English has won mainly due to its simplicity when compared to languages like French, German, Russian, Italian or Spanish, whose grammer is much more difficult.

The country of France is well known for several things including wine, cheese, beaches, film stars. Historically it had many kings, the last of whom was beheaded in the French Revolution. There was also Napoleon, who conquered much of Europe. It contains the highest mountain in Europe. I'm sure there are several other things France is famous for, but at the moment I can't think of them.
Oh, please, please, please, PLEASE! France has been for centuries a cradle of European civilisation, always at the frefront of progress and invention. Until 1815 it was undisputably Top Nation in the world. In all the Arts, in Gastronomy, Philosophy, political theory and tecnology, France retains its status among the foremost nations of the world. For somebody to ask this question who is, presumaby, a citizen of one of the most recently-formed nations, and one in whose formation France played a part of asolutly critical importance, is lamentable. Go and stand in the corner and don't come out untl you learn somerespect for your elders.
