He isn't: he never was and never will be. A few years back Sesame Workshop (the company that owns Sesame Street) was concerned about the unhealthy amount of cookies Cookie Monster was eating, so they wrote a song called "A Cookie Is A Sometime Food" to teach kids not to eat so much like Cookie Monster. In the song, Hoots the Owl sings to Cookie Monster that he should eat more fruits and vegetables. At the end of the song, Cookie Monster declares "NOW is sometimes!" However, people blew this out of proportion and assumed this meant Cookie Monster was giving up cookies, and went as far as saying they were changing his name to Veggie Monster.
