The cornea becomes cloudy when water leaks through the epithelial or endothelial cell layers. This can be caused by a corneal ulcer or deep scratch on the outer surface, or by glaucoma or infection within the eye.

If the damage is to the outer layers of the cornea, removing the cause of the defect and allowing the cornea to heal will result in the cloudiness going away. If the damage is to the inside layer (the endothelium), you will probably need a corneal transplant to allow you to see again.
