sounds like may be to much heat. if its coming out of the pressure relief valve located on top.turn heat down, you said coming out the valve i thinking you mean the valve on top of heater.if so thats it. faulty valve or water is getting to hot.hope thathelps
Gas not turned on to water heater. Gas valve on water heater not set to pilot setting. Faulty gas valve. Igniter for lighting pilot not working.
Step 1) Stut off your water heater gas valve. Step 2) Drain the heater. Step 3) Disconnect is the gas flex hose. Step 4) Remove the gas valve from the tank. Step 5) Fix a new valve and reverse all the steps.

If it is gas operated, the hot water heater may not light because it may have a defective millivolt sensor. The millivolt sensor is heated up by the pilot and generates a fractional amount of voltage telling the gas valve that the pilot is lit and the gas valve can now be safely opened to heat the water heater.
YES and No Yes if you are going to be working on the gas water heater and No if you are working on a cold water line and if you are working on a hot water line you can shut off the gas or electric to the water heater so in case your water heater drains but what I usually do is just turn the water heater's water supply valve off.
On any water heater, the shut off is on the incoming cold pipe.

The only power used by a gas water heater is the small current generated by the thermocouple that keeps the gas valve open. It comes on mechanically when the water temperature drops. You don't need house current.
