The severe weather outlooks issued by Storm Prediction Center are based on present weather conditions and how they are expected to behave in the near future. They are not based on seasonal climatic trends. Climate is ultimately just an average of how the weather behaves, one from which the real weather may deviate. In other words, weather does weird things that defy trends. In the case of the December 23 tornado outbreak, weather in the eastern United States was unusually warm for that time of year, a situation which often creates the potential for severe thunderstorms. Major tornado outbreaks in December are unusual, but not unheard of, and the Southeastern U.S. is the most likely part of the country to have such outbreaks.
