In the case of the December 23 tornado outbreak, weather in the eastern United States was unusually warm for that time of year, a situation which often creates the potential for severe thunderstorms. Major tornado outbreaks in December are unusual, but not unheard of, and the Southeastern U.S. is the most likely part of the country to have such outbreaks.
