This happened to my Chevy Venture too. When I took the arm off, I discovered that the arm and the part that rotates the arm connect by a pattern of grooves, like a gear. The grooves on the inside of the wiper arm were worn down so they were not catching, causing the arm to move just a little then stop altogether. The entire arm needs to be replaced.
the 1998 venture fuses are located on the right side of the dash board when you open the passenger door.
The air bag module on 2002 Chevy venture is located between the driver side front seat and the passenger side front seat under the carpet
It should be located on the inside of the door. I can't remember if it's the driver's or passenger's side.

i have a 2001 Chevy venture. inside the glove compartment (at the back) is a little trap door that has two filters inside. I simply changed out these filters and the a/c quit leaking condensation.
There are two fuse boxes on a 1998 Chevy Venture. One is located under the dash on the driver's side, and the other is under the hood.
i wouldn't know --- there is no 1996 chevy venture, they started making them in 1997. However, almost all the venture fuses are located on the right side dash board, open the front passenger door
The fire wall is located between the engine compartment and the passenger compartment.

I've got a better question, why is this question in the Chevy venture forum ?
Not a fun job to do... They come from the heater core located on the passenger side of the firewall. becasue it's a Chevy Venture/Olds Silhouette/Pontiac Montana... this job is not easy.
