Pluto is most certainly considered in our Universe (all matter is, the Universe contains everything). But it did get "demoted" within our solar system (that is defined as all the matter that is attached to this particular star, our Sun) from a planet to a planetoid and this is because its definition of a planet was pretty dubious to begin with. First of all, it is extremely tiny, way more tiny than anything else we consider a planet. Second, it behaves more like an asteroid than a planet. Third, with discovery of its "moon" it became apparent that it might not even be the biggest asteroid in our Solar system. So all these things add up to Pluto not really being a planet at all, but instead, it is a giant asteroid (hence the name Planetoid). Great Question though. Also, Pluto spends most of its time in the Kuiper Belt, a huge belt of asteroids beyond Neptune. According to the current definition, a planet must have 'cleared its neighborhood of other objects', like asteroids. Since Pluto has not done this (or there would be no other objects in the asteroid belt) it is not technically a planet.

What planet is considered dwarf planet?

This is a rather vague question because there are many dwarf planets in the universe. It is a classification and there isn't one specific dwarf planet in the universe. However, that being said... Pluto. Pluto was discovered on February 18, 1930. From its discovery until 2006 it was considered a planet of our solar system. On August 24, 2006 the International Astronomical Union redefined what it "means to be planet" and reclassified Pluto as a dwarf planet.
