allowing concrete to set is a chemical reaction where the Portland cement goes from a liquid slurry between the rocks and sand in the concrete (called aggregate) to a crystalline medium that bonds the aggregate together as an artificial mineral.
In addition to radically changing the physical properties of the concrete (from a runny goo to a solid surface) the process also gives off a significant amount of heat and isn't easily reversible.
