Why would you expect a businessperson to devote time and effort to something and not be compensated for it? If you are referring to the fee that a dealer charges to receive a firearm in interstate transit, and to transfer it to the recipient, they are spending time logging the firearm in and out, and assuming the cost of storing the record of that transaction for 20 years. If you are asking why the law requires that a transfer of ownership across a state line be through a dealer, you will have to ask the Congressmen that passed that law.
