some people are just to proud to admit that other races can be good. a good word for that would be Prejudice
By not taking into account individual attributes a person that has not achieved can identify with the achievements of others that belong to his race group or family without actually achieving anything him/her self. The same concept can be used by politicians to encourage groups to rally against other groups. To work the whole thing depends on simple ignorance and a lack of empathy.
