Why some engineers prefer steel from iron ore over reprocessed steel from scrap?

The reason that steel made from ore is often preferred is because the chemical analysis can be controlled exactly, whereas steel made from scrap has probably been recycled a few times and the level of residual elements are higher and inconsistent, due to the scrap mix.
