This is a result of dust and other debris that has accumulated on the coils or in the heater. When you turn it on, it begins to burn off and that is what you smell.

It would be bad if you had on and off for a long period of time?
Low coolant? Bad thermostat? Plugged or restricted radiator? Bad water pump? When you turn the heater on you are introducing cooler water from heater core into cooling system.
There might be a bad fuse causing the heater to not work. Check the fuses if they are all ok you may have a bad blower motor. when you turn the heater on and no air is blowing then it is your blower motor.
An odor can be good or bad.

Because of the sulfur. Sulfur itself has a bad odor, and anything that contains a lot of sulfur also has a bad odor.
Mold & Mildew buildup in the A/C condenser. Do a Google search for ways to kill it and remove the odor.
