Strangely enough, the relays can get fickle. They weaken over time, hence not perform their function well, or not at all. Sometimes they will read good on test, but still not do the job.(Only God knows why!) **Best (and cheapest) first line of action:*** REPLACE IT WITH A NEW RELAY. I have resurrected a "bad starter" , and a "bad a/c compressor" (or so they said) by simply replacing the designated relay plug. THese are usually small, pull out, fix pinned items that will only fit one way. The first one,(starter relay) cost $40, replaced by a mechanic. The last one ,(a/c relay) cost $8, and I did it myself. I plan to replace ALL of the remaining relays soon.

possible wheel speed sensor out. to check raise vehicle use voltmeter at each sensor located behind relucter wheel.sensor should create voltage as wheel is spun by hand. do this at each wheel. if no voltage sensor bad.good luck.

Replacing the actual part is not always going to fix a problem. The cooling temperature sensor may stop working if the wiring, to and from it is burnt out, and if the fuse is broken.
You may have bad temperature control sensor (next to thermostate where water enters the engine. Also near the air filter). If not that it is PCM module or fan control relays. Try disconnecting the connector from the temperature sensor, if fans come on the relays are OK.
