Strangely enough, the relays can get fickle. They weaken over time, hence not perform their function well, or not at all. Sometimes they will read good on test, but still not do the job.(Only God knows why!) **Best (and cheapest) first line of action:*** REPLACE IT WITH A NEW RELAY. I have resurrected a "bad starter" , and a "bad a/c compressor" (or so they said) by simply replacing the designated relay plug. THese are usually small, pull out, fix pinned items that will only fit one way. The first one,(starter relay) cost $40, replaced by a mechanic. The last one ,(a/c relay) cost $8, and I did it myself. I plan to replace ALL of the remaining relays soon.

I do appreciate it and I do strongly recommend what this person has said to be good and reliable info.( the problem was found to be ) a poor ground connection back to the computer.I was reading to chassis ground at first and this threw me off.I had basically what you'd call a high resistance connection in the quick connector on the grounding side.Contact electrical cleaner and sylicone electrical spray took care of this handily. jimiwne

Q: Why will relays for the cooling fans not pull on in a 1995 Chevy Lumina V6 when relays fans sensor sensor lead voltage and power at relay are good and signal voltage at relays is 12 to 13 VDC?

Replacing the actual part is not always going to fix a problem. The cooling temperature sensor may stop working if the wiring, to and from it is burnt out, and if the fuse is broken.
