Usually the front brakes wear out first. Brake usage isn't covered under warranty because wear depends on how the person uses them. If you use them a lot more (stop and go traffic) they wear out a lot faster. if the rear are worn, check the front as well.

How do you replace rear brakes on 2002 forester?

I am assuming you are referring to drum type brakes versus disk. If you buy OEM brakes from the dealer the instructions are included in the box. At least this was the case for a 2004 Forester. It is worth buying the brakes from the dealer since you can be sure you are getting the right part number since they require the VIN number. As to the difficulty, I have not changed the brakes yet so I cannot provide an accurate assessment.

Did you think the dealer knew the brakes needed to be replaced before they sold the Certified Used Dodge Nitro with 20k miles on the odometer and with only 6k put on from us should we pay for brakes?

The dealer most likely didn't check the brakes. If you don't have a warranty that covers brakes, you will be paying for them.
