NO. -Goof off will not damage finished hardwood floors or modern auto paint. I have carried out numerous experiments with Goof Off and found it to be extremely reliable for getting all kinds of recently applied paints and glues off many surfaces without damaging the hardened surfaces.
No, usually the varnish used on hardwood floors is resistant to turpentine. I would rather use Goof Off if I was removing carpet glue.
Dip a rag in Goof Off and rub it on the carpet glue, it will soften enough to peel it off.

Sure you can refinish your hardwood floors. The task itself isn't a difficult one in the sense of skill required. It's difficult because of the hard work, and patience required. All you do is sand them down and apply your stain finish.

First try lightly scrubbing it with Goof-Off. If it appears to start melting, this is the way to go, but don't scrub hard enough to damage the clothing. When it's fully melted spray it with'Shout' and wash it in hot water.
