I do not believe pet rats keep mice away. My ratties run free in my room and there are still mice in there as well. They think it is great with all the food and treats they can steal.
I (asril) think that they probably do a bit, because rats are natural predators of mice, and studies have shown that when rat scent is present, mice are more nervous than normal and many more miscarriages occur in result of the mom not wanting to endanger herself and her babies, so if you keep the food and treats out of reach of where mice can get them, so they are not tempted, even though it probably wont keep every mouse out of the whole house, any where with a 'rattie' smell will probably not have any mice, and there will be less mice through the rest of the house.
Most dogs are not interested in mice with the exception of breeds that were used to keep the rat population or mice population down such as the Terrier breeds. I've seen pet mice sleep on a dog and once saw a pet mouse sleeping with a cat. Cats are what keep rodents away.
