Depending on your age, this might not be a serious problem. Pubic hair typically starts to grow at around age 11 to 12. However, other major growth can start as late as 14, or even later. Don't worry too much if you're under 16.

∙ 12y agoPubic hair comes before armpit hair, sometimes by a few years. As long as you have pubic hair, you have started Puberty. Give it time to begin. Some boys will not see armpit hair until they are 19.

It is normal for puberty to begin at age 10 for girls, and age 12 for boys, although there seems to be a trend for people, especially girls, to begin at an earlier age. Typically girls complete puberty by age 17 and boys by age 18. Pubic hair growth begins during the second stage of puberty. For boys the first stage is testicular growth and for girls the first stage is breast development. For either boys or girls it is not "abnormal" to have no pubic hair at age 14, though it is uncommon. I am a male and I had no pubic hair growth until I was 16! It is possible that some people will have no pubic hair growth even up to age 18. Beyond that, a consultation with your doctor might be in order. Sometimes puberty can be delayed for various reasons.
