The chances of this being herpes is really very slim. The lips are full of many tiny blood vessels, which when broken or burst (as in being biten), will bleed a lot, and then swell considerably. The "blister" is probably where the lip can't form the normal type of scab that a sore on any other part of your body could, largely due to constant moisture and movement (talking, eating, drinking, etc.).
You can use ice or a cold compress to help the swelling, and take aspirin to help the inflammation, too. You can also use an antibiotic cream to help prevent/treat any infection.
I really wouldn't be concerned about it being herpes, unless you have kissed someone who has herpes since you bit your lip. If that's the case, or if you are still excessively concerned, see your doctor.

You can get the herpes virus from a kiss on the neck if the person kissing you had an outbreak of herpes or just before the outbreak arose. The neck is a common place for herpes gladiatorum as well.

They don't just go away because herpes is a life long disease that is incurable. With antibiotics you can relieve the pain of them but that's pretty much it.
As a sufferer of 'Herpes' myself, I have been warned in the past by medical practitioners that the virus can still be active in saliva even in the absence of a blister. Advise abstinance from kissing when the other party has any signs; tingling etc. that the virus is active.
