all you do is right click, then click properties, then click appearance, then choose green silver or blue. Also search in Google royal noir, and you get a special theme enabling you to change it to vista black or fancy blue.

Right click on your desktop, open up Personalization. Click window colour, then select a colour. When saved, your taskbar will turn to that colour. If using an aero theme, just change the menu colour to the colour you want.
