Well, you have a VERY broad question- Lugers were used in 2 World Wars, made by several companies, several countries, and there were commercial as well as military weapons. There are numerous books devoted entirely to collecting Lugers, and their variations. Gun Traders Guide lists 78 DIFFERENT Lugers. You best bet may be to find a gun show in your area, and take your Luger (unloaded) to the show. There you will find dealers and collectors gathered in one spot for your convenience. They are not likely to be able to give you what happened after it was made, but should be able to tell you about when it was made, where, and by what maker. Good luck!

There's no law that I can find specifying a requirement to have sights. Why you'd want a handgun without them is beyond me, but to each their own.
