No, they are fine. The carrot is still alive, trying to send out roots to draw in water. You can use a peeler to shave the outer layer off if you want, which might slightly improve the flavor. But they are not bad.
Now, there are some times of fungus that grow as very fine strands--finer than hair. This should just be brushed and/or washed off, though even it probably wouldn't hurt you.
