check the a/c clutch if wobbles it will short out system
Another solution is check the owner's manual for the fuse box layout. It could be the AC fuse, or even the cigarette lighter fuse.
Not unless the cables were hooked up in reverse.

replace the dash control unit
I would check any fuses/relays related to the heater or blower motor. If the heater fan doesn't work, could be a bad heater blower motor resistor(if has one) which are usually inline in the ductwork or out next to the heater blower motor under the hood. If the fan does work w/no heat then could possibly be a bad thermostat(stuck open) or control head.

checkALL of your fuses short could be a problem. i have a 95 blazer, bumps may of screwed up wiring like in mine
the windings inside the blower motor can be shorted out fan will work but takes too much power could be a schafed wire as well or the blower motor could be seizing up..
