You can restart Chrome by closing it and opening again. There is no button for restarting it again.
sounds like it could be an ignition module problem...when they get hot they quit, and when they cool down they will work again....most auto supply stores can test the module

I had the same problem with my 98. My mechanic found a loose wire at the blower motor connection.
Yes I have this Problem too, it is a Problem. This Problem is made by Norten. You can deaktivate Norten Plugin and reactivat it again, the Toolbar come up back again, but only as long Outlook is Running. If you close Outlook you have to restart the process again and so on. It is anoing.
Close the program then click on the program again to restart it.
had the same problem with my 1988 g20 van it is the ground wire on the blower where it connects to the blower itself take out the blower and the ground wire is attached with a rivet which works lose and breaks the connection replace it with a screw ect that fits tight and that should fix it (replace blower in housing) .........
