I would take this as a sweet compliment, I understand that sometimes it can get a bit ridiculous, but you make him feel shy and nervous and that means he puts a lot of meaning into talking to you, so much so that he actually finds it hard to!
Perhaps sometimes call him, or just settle for texts, remember to make him realise that it's ok to be nervous and remind him if necessary. He'll probably feel more able to call you once he knows that it's ok he's nervous.
it's a completely natural and normal thing.
