Only your vet can answer this question. Since your dog is continuously licking the area something is wrong. An x-ray should be taken to see if the rod is intact first. If so and there is infection and your vet discusses amputating the leg please don't give up on your dog. I have seen many dogs (a friend of mine owns one) that gets along very well on only 3 legs. Please get your dog into the vets as soon as possible and let them diagnose the problem.
