first you take the door panel off on the drivers side and the you pull the plastic off find the rod that is unhooked take the rod put it back in the hole it came out of and make sure it is locked into place. then you try the handle make sure it works and then you put the plastic back on (really don't need it but its optional) then you put your door panel back on and the problem should be fixed.
if the cable is still attached to the latch, then cut it to length where it sets right below your lower valence. just crouch in front of car, and pull cable. if cable is not attached to latching device, use a screw driver to remove the latch support beam(i think it has three bolts) and wiggle your hood up and down, slowly moving the screwdriver towards the latch. with some luck you can jimmy it open. or sawzall the hood off! Most likely either the linkage came loose or the latch mechanism has worn out.
Check under hood by the air intake and see if any wires came unhooked.
