They say "an ex is an ex for a reason." Like any mantra, this phrase has exceptions, but still I'd strongly consider the possibility that you don't want to win her back as much as you think you do (my personal experience has shown this more than once). Plus, if she's got a boyfriend and would still cheat on him by making out with you, what does that say about her personality? She doesn't sound like someone I'd want to win back.
But, if you still want to win her back, you could do it just like you would try to attract any girl - flirting, compliments, etc. At the same time, you should give her space, so that she can work things out on her own. Refraining from flirting aggressively but being there for her as a friend could be the best strategy. Showing that you're independent, ie "playing hard to get" works well too.
Also, if you broke up with her or did things that made her angry with you, you should apologize and try to work things out. And make sure you figure out why you two didn't work out in the first place, and fix it, because otherwise you'll just break up again.
