The #1 rule in sex is to never do anything you don't want to do. If you are under the legal age it is also illegal. if your partner is over the legal age she can be charged with statutory rape.
The thing is, if you can't tell her that you don't want to you are not ready. That simple. You can say you care about her and want the first time to be memorable and at this age both of you are too young. Condoms can break and you are not ready to be a dad. Making out is a great option instead of going all the way.
