I am 17 years old and have a 6.5 inch penis hard and 3.5 soft is this normal?

Everybody is slightly different to each other with all their features so it is nothing to worry about. We are designed from our Genes and there is nothing we can do about what we are given, other than surgery.
The average 20-year-old's penis is between 3" and 4" flaccid, 6" erect. So there will be many with shorter and many with longer.
