In simple terms, legislation is initially devised by civil
servants or political parties, often from ideas of other people or
countries. Some work will be done on formalising it. It may be put
through various committees that are relevant to the area of law it
is going to affect, like health or education or whatever. It will
be debated in the Dáil, which is the main parliament and then onto
the Seanad, which the Irish senate. When it has gone through all of
these stages and has been approved, it will be signed into law by
the president of Ireland.
