(Lawrence) Douglas Wilder of Virginia was the first elected black governor. He was elected in 1989. Louisiana has never had a black governor.

a mayor that is in charge of the city-- in this case the city of
Boston. The first, and only, black governor of Massachusetts is
Deval Patrick. He was elected in 2006. There has not been a black
mayor of Boston yet.
