Not according to sources on the history of the state. Tallahassee became the territorial capital in 1824, after legislators tired of the long travel times to either Pensacola or to St. Augustine. Those two cities had been the Spanish capitals of West Florida and East Florida, respectively. When statehood was granted in 1845, it became the state capital.

Being inland, Tallahassee was not subjected to attacks until near the end of the US Civil War -- the one major battle there was a Confederate victory and the capital never fell.
