no you dont need internet for your ipod touch.....but...it is an option you just have to get it on the network

first main menu and then there is a option of user profile open the user profile go to general go to customize ->volume->keytone->there is two tab option one is volume and one is vibration in the vibration mode set 0 and you can see your touch vibration is off
