Its your opinion. In my opinion the best one is either Point Lookout or Broken steel. Point lookout you can get a lot of new weapons and its fun. In Broken steel you can bring follower's and it makes it to where you get to keep playing the game after you beat it, also it extends the levels.

you can go back to The Pitt and Point Lookout, but not Operation: Anchorage or Mothership Zeta. You stay in the Capital Wasteland for Broken Steel.
After the main quest is complete there are two options. A. The game is over, you die, it ends permanently. B. You go to your game console's store and buy a DLC for Fallout 3 called "Broken Steel" which continues the main quest. And when you beat Broken Steel the game keeps going. It should cost about $10.
to me the word steel means prison you'll never beat it what isn't steel is concrete
