No, I haven't heard of this before. I'm not saying it's not normal but i recommend you to go and see a doctor.
Some of these white pimples can be hair folicles where pubic hair will grow from. If you have not had unprotected sex with someone you are unsure about their sexual health and they are not causing pain or oozing any fluid, pus etc then I should not worry too much about it. It is quite common !
