Please check your coin again and post a new question. The only circulating half dollars to carry a picture of Independence Hall were struck for the Bicentennial, and carry the dual dates 1776-1976. In addition there is no information in any of my sources about a commemorative half dollar being issued in 1997 with that design.
The last Liberty Head half dollars were made in 1916. If you have a Bicentennial half with Independence Hall on the back, it's a Kennedy half.
