Which 454? The LS5 and LS6 are two VERY different engines even though they are both 454's. Timing specs are different as well. 8 degrees before TDC at idle will work for either, but may not be optimal.

The total timing advance on a 1995 Chevrolet 350 engine should be around 35 degrees. This takes into account the advance provided by the ignition system.
Depending on the rear gear ratio which is usually a 3.31 you should get about 12 to 14 MPG if you keep your foot out of it.

get the serial numbers off the side of the engine block, should be just below the freeze plugs on either the passenger side or drivers side of the block.
Advance the distributor until the engine pings then back off to the point the engine stops pinging, tighten the distributor. This will require driving a few test runs.

SBC timing should be set at about 6-8 degrees advance with the vacuum disconnected at idle, about 600-800 rpm
If it is of similar vintage, it should work
You should start out at 6-8 degrees btdc. The higher you can run without spark knock or detonation, the better performance the engine will have. A higher grade gasoline may allow up to 20 degrees advance of advance. For stock purposes, 6-8 is fine.
