it is pretty hard to turn over an engine by towing if it is auto transmission you can try to break it loose, using right size soket and long breaker bar on the big bolt in the centre of the harmonic balancer on front of engine you dont say if this sngine is gas or diesel if it is gas, usually only way it will be locked,(frozen) is if the bearings are shot or something in engine is broken and locking it up if diesel engine, it can get a compression lock. this will usually free itself if just left alone, or using aforementioned method, turn engine over in the opposite direction of a running engine usually if a diesel is locked up by compression lock, it is caused by coolant getting into combustion chamber if this is the problem, check for a bad head gasket

Can you push a yardman riding mower It has neutral but it does not roll?

if this is a gear transmission, it should roll in neutral unless the transmission is damaged or the brake is frozen, hydrostatic transmissions have a release mechanism for moving them when engine is off.

How many transmission bolts on the bell housing on a 1993 GMC 1500 2 wheel drive?

It has 6 bolts holding it to the engine. It has 3 maybe 4 torque converter bolts that need to be removed too. There are 2 line-up pins in the back of the block that go into the transmission. If you can't get the trans loose from the engine then I would say those pins are frozen in the transmission bell housing. You will just need to PRY the transmission loose from the engine. It is stuck on the pins.

If you mean frozen as in seized, the engine will need to be rebuilt, as parts have welded themselves together and there is most likely some serious damage to the pistons and cylinder bores.
