If I understand correctly, you're getting oil in the air filter that's building up around the "vent" hole???

That's PROBABLY the crankcase breather pipe and it's an indication that the engine has a LOT of "blow-by". Blow-by is a condition that is typically caused when an engine is not adequately maintained and exhaust gasses leak past the piston into the crankcase. The exhaust gas MUST go somewhere, so engineers provided a breather tube that keeps the oil vapor from getting in the air.

But...

when an engine has a LOT of "blow-by", the oil will build up on the inside of the air cleaner and make a mess.
