If I understand correctly, you're getting oil in the air filter that's building up around the "vent" hole???
That's PROBABLY the crankcase breather pipe and it's an indication that the engine has a LOT of "blow-by". Blow-by is a condition that is typically caused when an engine is not adequately maintained and exhaust gasses leak past the piston into the crankcase. The exhaust gas MUST go somewhere, so engineers provided a breather tube that keeps the oil vapor from getting in the air.
But...
when an engine has a LOT of "blow-by", the oil will build up on the inside of the air cleaner and make a mess.

Because the tube (hose) is defective and needs to be replaced. That tube is coming directly from the fuel filter being pumped by the fuel pump to the carburetor. Replace the tube/hose or you WILL have a major engine fire and/or huge KABOOM.

CAUTION: When I did it, the bolt was in cockeyed and it stripped out and cracked the carburetor. I had to jb weld the carb, and jb weld the bolt back in place with no fuel filter replacement. Then I had to run a hose with a removable fuel filter from the fuel pump to the carburetor. Now I can see the fuel filter and replace it readily.
