Check either:
Solenoid,
Wiring,
Switch,
or OD Relay.
I was told that it is the temp sensor. The car needs to be at 150 degrees. I am working on the same problem.
If your Volvo is an automatic transmission try changing the fuel filter.

Most people with this motor go with a th350, th700r4, or a th200r4. The th350 does not have an overdrive gear, so if your driving on the highway, your gas milage will suffer.
If this is an automatic transmission, which I am assuming it is it will not work the same as a standard. Only drive it in overdrive or 1st gear.
