Where are the relay switches on a 1999 Buick Century for the headlights
The lights on your Buick could be out for a number of reasons. It could be blown fuses, faulty wiring, or dead bulbs. Your mechanic would be able to test this.
Its the multiuse switch on the high beam/turn signal indicator. You can get a new switch installed for about $400.
Make sure the parking brake is completely released. If the parking brake is on the Highlights go off.

The dash lights will dim when the head lights come on. Check for a dimmer switch on your dash. It allows you to adjust the dash lights so they are not too bright and affect your nighttime vision. It may be set too low.
if you have the owners manual it tells you how to change (turn off) the auto lights on setting basically turn the light control knob
the dash and radio lights are supposed to dim when the headlights come on. Make sure you have the brightness of the dash lights turned up as much as possible.
Loose battery or alterator connections
There is a switch called the "twilight sentinel". That alllows you to adjust the time that the lights will stay on after you turn the engine off. Check to see if that is working properly.
