have the water pump checked
Check into the temperature control valve--this is different than the thermostat.
usually it is a vacuumn problem right at the heater control switch or sometime under the hood

It's probably not getting heated coolant to the radiator. Check the heater control valve and the control on the dasboard.
I have a 2000 zx2 and it has a thermostat, if that is your question. Having said that, my heater quit working and it turned out to be the cable came loose under the dash on the left side of the radio. At first I thought it was the thermostat but was wrong. Duct taped the cable in place and the control and heater started working fine again.
Low coolant? Wrong thermostat temperature range? Heater core plugged,restricted or airbound? Water pump not circulating coolant? Temperature control cable not adjusted properly?

I have a 94 it is located rigt above the thermostat it has a plug in it with 3 wires coming from it it is not to big you would need a phillip that looks sorta like a z it has two screws in it. it is above to the right of the thermostat. I just replaced mine. idle is controlled through the engine control module. the input is the throttle sensor the output is the idle speed stepper motor. The motor should be removed and the motor and throttle body should be cleaned.
