Sounds like a vacuum leak - check the hoses to the vacuum actuated motors under dash Could be a bad check valve in the vacuum booster (for brakes)

This one is easy. Brake booster diaphragm is ruptured, causing a massive vacuum leak, which will cause the engine to run poorly when the brakes are applied. A loss vacuum assist will make it difficult to stop the vehicle.

As you apply pressure it it is forcing air out of this leak. This can sometimes be heard inside the vehicle if it is big enough. It usually causes you to have to use more force on the pedal to stop also.
