The vapor condenses on the cold windshield and freezes. If you were in the back seat or passenger seats facing sideways, those windows might also freeze. However, the windshield defroster should, within a couple of moments, clear up the windows. If you're referring to the outside windows, the windshield is tilted and water vapor can condense and freeze on it as the vapor falls. Your side windows are vertical, or nearly so, and not much water lands on it. Rear windows are tilted, but generally less than the windshield, so they don't frost up as badly.
