You can retract them manually. Check the fuse if they will not go down. you retract them manually by turning the knobs, found under plastic red rubbers by each headlamp, and it's prob the fuse or if the button is pushed in which is under the hazzard button....

Check your relay. Take a test light to see if you have power going to the 86 pole when the headlight switch is turned off. If you do, your switch is stuck in the on position. If you don't, your relay is stuck closed.
