Try fastening the shoulder belt/seat belt. The 91 VW Fox has a starter disable circuit located in the shoulder belt buckle receiver located on the driver's door.
Do not install the shims. Your starter should work fine.
Not sure if its the starter or the battery? Check the battery at a store. They can do a check on it for free. If its good then the starter could be bad. Bad starters don't work or they work intermittently. Usually just ehear a click and then when you retry it starts. That's the symptoms. Most places can also check the starter for you.

Yeah, it will fit. But the 1991 civic sohc 1.5 transmission is cable and the 1992-1995 transmission is hydraulic. So yeah it will fit no it will not work with out doing other work. Also The speed sensor is cable in the 1991 and the 1992-1995 is electronic,.....so more work.

You have a connection problem either at the battery cables or at the starter solenoid. It is possible that the starter solenoid is weak. Start with the battery first and work toward the starter. If the cables are at all so-so replace them. Let me know if this helps you. Mark

When you hit the starter button the starter relay send power to the starter. the starter solenoid pushes the starter shaft outward and the starter turns. When the solenoid moves the shaft it is connected to the jackshaft which ingages the starter gear on the clutch

Probably the starter, have someone turn the key to the crank position while you gently tap the starter with a hammer or bar. If it starts change the starter. If not try shorting the starter solenoid to see if that works.
